Wikileaks' Assange vows to defy British extradition

Julian Assange will stay in Ecuador's embassy in London, having decided not to comply with a British police order to turn himself in for extradition to Sweden, a spokeswoman for the WikiLeaks founder said Friday.

"Julian will remain in the embassy under the protection of the Ecuadorian government," spokeswoman Susan Benn told reporters outside the embassy.

Nancy At Large: Improve Your Home Improvement Experience

Eager participants in the Improve Your Home Improvement Experience forum, which I co-hosted, went home with answers to their questions as well as questions they didn?t even know to ask. Representatives from the Maryland Home Improvement Commission, the National Association of the Remodeling Industry, our own Department of Permitting Services and the Maryland Consumer Rights Coalition presented various perspectives and advice for those undertaking home improvements.

The County?s Office of Consumer Protection reported that they get more complaints about home improvements than any other category except trespass towing. That?s disturbing, but the good news is that there are a lot of resources to help homeowners. Panelists encouraged people to get the facts before starting a project; pay no more than 1/3 of the total in advance; check a company?s credit with suppliers like TW Perry; and resist high-pressure or door-to-door sales tactics.

If things still go wrong, there are more options. In fact, the MHIC has a Guarantee Fund that protects you up to $20,000 for actual losses if you use a licensed contractor. Panelists couldn?t stress enough how important it is to check the license. Also, avoid signing a contract with an arbitration clause, as this limits your options if you are dissatisfied with the work.

Panic as cops kill cops at Mexico City airport

Travelers run for cover as federal officers are killed by cops suspected of drug trafficking. Msnbc.com's Dara Brown reports.

MEXICO CITY -- Three policemen died in a shootout with two other officers suspected of drug trafficking at Mexico City's airport on Monday, as panicked travelers scrambled for cover in the busy facility.

The shootout occurred when three federal officers approached the two suspects in the airport's Terminal 2, which handles international and domestic flights. Two agents were killed at the terminal and another later died of his injuries in hospital.

More than a dozen shots were heard, Milenio Television reported. Television footage showed a body lying on the floor of the terminal in what appeared to be a publicly accessible area of the airport.

Three shots rang out at first, witness Israel Lopez, a 23-year-old Mexico City student who had gone to the airport to see off a friend, told The Associated Press. Lopez didn't see who those shots were directed at, but then the gunfire came closer.

Airport spokesman Jorge Andres Gomez said authorities are going through the security cameras to know the exact events of the shooting.

"We were in the food court, and some policemen came in and started shooting at another policeman who was on the floor," Lopez told the AP. "We dove to the floor and covered ourselves with chairs."

Lopez said the shooters wore blue uniforms like those of federal police who provide security at the airport. He said the shooters then ran to the parking area "as if they were pursuing somebody," and he lost sight of them.

'One of the safest places'
Robert Gray, an evangelical missionary from Hart, Michigan, but who has lived with his family in the city of Puebla for the past four years, arrived at the airport after the shooting with his wife, two daughters and son to catch a flight back to the U.S. to visit family.

"It's surprising to see it happening at the airport. It's one of the safest places in the city," Gray told the AP.

The suspects, who remain at large, are believed to be part of a larger group of officials involved in a cocaine ring, Mexico's security ministry said in a statement.

"The Federal Police has identified the two officers who opened fire and several investigative units are now focused on capturing them," the federal Public Safety Department said in a statement.

Airport spokesman Jorge Gomez told Milenio that aircraft departures and arrivals continued normally after the incident.

The airport said in a press statement that the terminal and flights were operating normally following what it described as "a dispute in an open-access area." But the food court remained blocked to public access for hours after the shooting.

Mexico's drug war is also part of a drug culture with roots in music, movies and even religion

Mexico City has seen relatively low murder rates compared to the rest of the country, where drug violence has killed around 55,000 people in the past five-and-a-half years.

Severed heads
But attacks have been creeping up in the capital and its surrounding neighborhoods, with more than 300 gangland killings recorded last year.

Mexico's airports and ports are busy areas for drug smugglers. So far this year federal police have seized more than 440 pounds of cocaine at the capital's airport, double the amount taken there last year.

In 2007, the severed heads of three employees of a customs brokerage firm were found near the airport and in the nearby state of Mexico.

The decapitations were apparently retaliation for the seizure of a half-ton of Colombian cocaine at the airport, officials said at the time.

Mexico got wrong man in high-profile drug arrest?

In 2008, federal police chief Edgar Millan was gunned down inside his Mexico City home, and one of the suspects in that killing had worked as an anti-drug officer at the Mexico City airport.

The suspect had a notebook with detailed information on drug trafficking at the airport, and officials said federal investigations into those operations may have been a key motive for Millan's killing.

Morgan?s Grove aired at meeting

The June 5 meeting was called to order by President Doug Stolipher at 7:33 p.m. Guest speaker Peter Corum opened the meeting with the business meeting following.

Attendance included: Doug Stolipher, Heather Ishman, Mike Blue, Russ Quinn, Andrea Corum, Gordon Hockman, Laura Bowman and Ward Zigler.

Guests included Peter Corum, Bill Aiken, and Mike Harman.

Corum talked on behalf of Morgan?s Grove Farmer?s Market. He presented the new and various features that this market outside of Shepherdstown hopes to pursue including a 60,000 sq. ft. building that will hold several businesses. The focus of the building and market concept will be economic and environmental sustainability. The members were able to understand the concept of the new building through a model and blueprints that were on display.

Committee reports were presented and a donation and old business were discussed. The meeting was adjourned at 9:33 pm.

There are several committees in the JCFB including: Young Farmer?s, Farm and Ranch Safety, Public Affairs, Membership, Policy Development, Investment, County Evaluation, Political Education, and Jefferson County Fair. If you are interested in any of these committees please feel free to contact the JCFB.

The next meeting of the Jefferson County Board of Directors meeting will be held July 3 at 7:30 p.m. at the Jefferson County Public Services Building. JCFB members and the public are welcome to attend. Any questions may be directed to Heather Ishman at 304-876-0611 or hnishy@gmail.com.

Rural business grant applicants requested

Agriculture Secretary Tom Vilsack announced that USDA is accepting applications for grants to help promote sustainable economic development and job creation in rural communities.

USDA is offering Rural Cooperative Development Grants (RCDG) to non-profit corporations and institutions of higher education. The grants also may be used to conduct feasibility studies, create and implement business plans, and help businesses develop new markets for their products and services.

One-year grants up to $175,000 are available. In most cases, grants may be used to pay for up to 75 percent of the cost of establishing and operating rural cooperative development centers. Recipients are required to match 25 percent of the award amount. The grant period should begin no earlier than Oct. 1 and no later than Jan. 1, 2013.

Applications for Rural Business Opportunity Grants are due Aug. 6, 2012. Application instructions may be obtained by contacting a ?http://www.rurdev.usda.gov/StateOfficeAddresses.html? \o ?Opens in new window.? \t ?extWindow? USDA Rural Development State Office.

White oak decline evident this year

CHARLESTON ? Extensive white oak decline and mortality has been observed in several areas of Wood County. A local forester, Jack Mathers, working for Haessly Timber and Logs in Marietta, Ohio, had been tracking this decline for several years and brought it to the attention of the West Virginia Department of Agriculture (WVDA) and the USDA Forest Service.

The WVDA, Forest Services and Mathers recently spent a day looking at several areas where this decline is occurring. One of the first things noted was that trees had substantial evidence of jumping oak gall wasp, Neuroterus spp., on the leaves.

In 2010, there was a severe outbreak of jumping oak gall wasp in Cabell, Jackson and Wayne counties and in previous years, there have also been reports from other counties including: Harrison, Doddridge, Ritchie, Wood, Kanawha, Putnam, Roane, Gilmer, Wirt, Calhoun, Lewis, Braxton and Clay.

?Surveys are under way now to document areas of jumping oak gall wasp and oak decline,? said Agriculture Commissioner Gus R. Douglass. ?At this time, we don?t know how wide-spread the problem is.?

These wasps lay eggs in the tissues of new oak leaves in the spring. Each gall contains a single immature wasp. The young galls look like small, green, flat buttons that turn brown as they mature. When mature, the galls fall off the foliage leaving small pits in the underside of the leaves where they were attached. If there are numerous galls on the leaf, the entire leaf usually turns brown and falls off. Once on the ground, pupation occurs. Second generation adults overwinter inside the galls and will emerge next spring. The wasps are very tiny (1.0-1.5 mm long) and do not sting.

White oak can usually withstand one or two defoliations. But, if this has been occurring over several years with the trees undergoing multiple defoliations, the trees will eventually succumb to the stress.

?This stress leaves the tree wide open for secondary agents such as Armillaria root rot and Hypoxylon canker to establish along with other decay fungi and secondary insects such as wood boring insects,? said WVDA Forest Pathologist Jill Rose. ?This causes further decline of the tree and, eventually, death.?
