Consumer confidence is up, but will they spend?

NEW YORK (AP) ? Americans are more confident in the economy than they have been in the past few months, but that doesn't mean they're willing to spend more money.

Consumer confidence rebounded in February, reversing three straight months of declines, as Americans get more used to the higher Social Security payroll tax, The Conference Board, a private research group said Tuesday.

But the rosier outlook follows major companies from Burger King to Wal-Mart that have cautioned in recent weeks that Americans are pulling back on their spending as they try to stomach their smaller paychecks since the tax rose by 2 percentage points last month.

Robert Zamora, who lives in Boston, says while he feels encouraged that the value of his home and his stock portfolio are rising, he's decided to spend less because of the higher payroll tax, which has reduced his monthly income by $250.

"There is no more discretionary money to go around for anything other than the basics," says Zamora, who works in web development for a financial services firm.

The way Americans feel about the economy has gone through peaks and valleys as they've tried to reconcile improving stock and housing markets with new economic challenges. In addition to the higher payroll tax, gas prices are rising and there are worries that lawmakers won't resolve a budget impasse that threatens to trigger $85 billion in spending cuts starting Friday.

The Conference Board's index is closely watched by economists because it attempts to keep a monthly pulse on how Americans are feeling about everything from their jobs to their incomes. That's important because when Americans feel good, they spend. And since consumer spending accounts for 70 percent of U.S. economic activity, the economy benefits greatly when Americans feel good about it.

The January reading shows that Americans are more confident, but still skittish. Confidence rose to 69.6, up from a revised 58.4 in January and the 60.5 analysts polled by research firm FactSet expected. That's the highest reading since November's of 71.5, but well below the 90 that indicates a healthy economy.

The Conference Board's survey, which was conducted from Feb. 1 through Feb. 14 on a sample of 2,300 shoppers, shows that Americans are particularly upbeat about their job and income prospects. But that's coming off gloomier numbers over the past three months. The number of people anticipating more jobs rose to 16.7 percent from 14.4 percent, while those expecting their incomes to increase rose to 15.7 percent from 13.5 percent.

"Consumers are feeling better, but they don't feel a whole lot better," says Mark Vitner, an economist at Wells Fargo.

There's no wonder Americans are torn between positivity and angst. There's a mix of good and bad economic news.

Stocks have roughly doubled since June 2009. And the job market, while still tough, also is rebounding: In January, employers added 157,000 jobs. Still, the unemployment rate rose to 7.9 percent from 7.8 percent in December.

But whether or not Americans open their wallets and pocketbooks may rely on a few economic wildcards. One of them is gas prices, which started to climb in mid-January. As of Tuesday, they are $3.78 per gallon, 40 cents higher than they were a month ago. If gas prices keep climbing, that could squeeze Americans, particularly those already living paycheck to paycheck.

And many economists worry that the budget fights in Washington could really hurt Americans' confidence. They worry that the impasse could persist for much of this year, and be drag on economic growth and Americans' willingness to spend.

Zamora, the Boston resident, certainly frets about how lawmakers are going to resolve the budget crisis.

"Nobody knows what the ripple effect will be," he says. "I don't want to be caught blowing in the wind."

Fisherman dumps carite after oil spill

San Fernando fishermen abandoned their fishing trips and threw away their catch yesterday after thick black crude oil contaminated their fishing nets. The oil was spotted in the Gulf of Paria about five miles from shore.

Fisherman Darryl Lee Afoon, 35, said he was fishing about five miles off King?s Wharf, San Fernando, on Wednesday night when he noticed a thick film of oil on the surface.?He scooped up the oil with a container but the spillage stretched over a half-mile radius.

He said: ?I immediately started pulling up the nets. It was covered in oil. I had to throw away the fish. It?s about 50 pounds of carite that I threw away.??Nobody can fish in that area. This oil spill affecting us for the longest while. We saw some oil there recently but yesterday it was thicker and blacker.?

He alleged that the oil appeared to be from Petrotrin?s operations. Another fisherman, Chan Sookoo, said the pollution was affecting their livelihood and called on the authorities to investigate.

The latest spill came two days after thieves entered the unsecured Mount Pellier Line Transfer Facility at North Trace, Cap-de-Ville, where they cut an eight-inch pipeline, causing more than 20 barrels of oil to spill in the sea.?

At the time, Petrotrin ?chairman Khalid Hassanali, said it was impossible for the company to secure all of its installations.?He said Petrotrin?s assets were too vast to have security officers posted everywhere, although the company must be vigilant about its security.

Chairman of the San Fernando Fishing Co-operative Salim Gool said it was unlikely the Cap-de-Ville spillage had travelled upwind.?He explained the winds were blowing easterly so it was not possible that the crude would spread northwards. Gool said he did not know where the oil originated.

?This has a major impact on fishermen?s lives because the oil keeps away the fish. There is also another repercussion because when they use chemicals to dilute the oil, the remnants of the oil sink to the seabed and this affects the breeding grounds,? Gool said.?

He added that drilling operations had started in La Brea and there was no collaboration with the fisherfolk.?Petrotrin?s corporate communications manager Gillian Friday, was unavailable for comment yesterday but an official in her department said investigations would be done to determine if there were any leaks in Petrotrin?s facilities.

Trump Twitter mystery! Who hacked The Donald?

In what appears to be the latest in a minor wave of attacks on Twitter accounts belonging to out-sized corporate entities, an out-of-character tweet from Donald Trump's verified account set the Internet abuzz, and then disappeared, shortly before noon ET on Thursday.

"These hoes think they classy, well that's the class I'm skippen," read the suspect remark issued from @realDonaldTrump. It was a glaring non sequitur following tweets such as "Republicans must be careful with immigration?don?t give our country away," and "Wow, Macy's numbers just in-Trump is doing better than ever ? thanks for your great support!"

"Yes, obviously the account has been hacked and we are looking for the perpetrator," Rhona Graff, senior vice president, assistant to the president of the Trump Organization, told NBC News via email.

This confirmation was quickly echoed by Trump himself, in a tweet that read, "My Twitter has been seriously hacked ? and we are looking for the perpetrators."

Cut off after a single rogue tweet, the Trump Twitter anomaly was far shorter than the Burger King and Jeep takeovers earlier this week. On Monday, Burger King's Twitter account was hacked and renamed McDonalds, and over the course of a hour, sent out 53 tweets (and garnered 73,421 retweets) making light of the situation. The Tuesday attack on Jeep's Twitter account ? which included the erroneous announcement that the car maker had been taken over by Cadillac ? ceased after just 10 minutes and 13 tweets.

Soon after @Jeep regained control, the Twitter accounts of MTV and BET appeared to be compromised. The MTV account tweeted claims the network had been taken over by BET, and BET tweeted it was now owned by MTV. This turned out to be a publicity stunt by the networks, both owned by Viacom. As NBC News reported on Tuesday, the account of a PR representative warned of the hack ahead of time on Twitter and then both MTV and BET copped to the scheme after the "hack."

NBC News has asked the Trump Organization how Trump was able to regain control of his Twitter account so quickly, and will update this story if we receive a response.

20 Notable Black Innovators in Tech

Recent studies show that only approximately 1% of tech entrepreneurs in Silicon Valley are black. Many people blame the U.S. education system and its inadequate science, technology, engineering and mathematics (STEM) curricula. Others find fault with a deficiency of basic information to help students enter these fields.

The 1% figure, however, doesn't mean there aren't black entrepreneurs and pioneers who have made noteworthy breakthroughs in the tech world.

Below, we've listed 20 notable black leaders and innovators in STEM fields. Some are well-known, some should be better known, and others might still be considered up-and-coming in their industries. Nevertheless, they have all contributed to the STEM fields in novel ways.

This certainly isn't an exhaustive list by any means ? there are many other notable (and often unsung) black innovators in tech. After reading, feel free to add to the list in the comments.

1. Frank Greene

Considered one of the first black technologists, Frank Greene developed high-speed computer systems in the 1960s. He also founded the software companies Technology Development Corp. and ZeroOne Systems, Inc. Greene died in 2009.

2. Roy Clay Sr.

Roy Clay is a Silicon Valley pioneer, having worked as the research and development director of Hewlett-Packard (HP)'s computer division, working on the design and construction of the company's first computers in the 1960s. He later founded Rod-L Electronics, which tests for safety in electrical equipment.

3. Mark Dean

Mark Dean helped develop the once-ubiquitous IBM PC, holding three of IBM's nine original patents. In 1999, he sought to create a voice-activated tablet, and wrote in 2011 that he uses a tablet as his primary computer. Dean is now the CTO for IBM Middle East and Africa.

4. Guion Bluford Jr. and 5. Mae Jemison

Bluford and Jemison

Guion Bluford Jr. was the first black man and Mae Jemison the first black woman to travel in space (in 1983 and 1992, respectively). Bluford is an engineer and was a colonel in the United States Air Force before participating in four space shuttle flights. Jemison, a physician by trade, has received numerous awards and honorary doctorates.

6. James E. West

James West invented the first practical electret microphone, which uses a charged material instead of needing a polarizing power supply. It is commonly used in cellphones, cameras and digital recorders around the world. West won the Benjamin Franklin Medal in electrical engineering from the Franklin Institute in 2010.

7. Philip Emeagwali

During his doctoral fellowship at the University of Michigan in the 1980s, Philip Emeagwali researched how to simulate the detection of oil reservoirs through the use of computers. Originally from Nigeria, he knew more about oil drilling than many of his contemporaries, and he used more than 65,000 microprocessors instead of the proposed eight supercomputers, breaking computation speed records.

8. Kennedy Reed

Kennedy Reed is a theoretical physicist at the University of California's Lawrence Livermore National Lab. He received the Presidential Award for Excellence in Science, Mathematics and Engineering Mentoring in 2009.

9. Al Zollar

Al Zollar

Al Zollar worked for IBM for over 30 years before retiring, most recently working as general manager of IBM Tivoli Software, where he was in charge of strategy and profit and loss management. He has a degree in applied mathematics from the University of California at San Diego, where he was recently named one of 50 distinguished alumni.

10. John Thompson

When John Thompson was chairman and CEO of computer security software company Symantec, he was the only African American to hold such a position at a major tech company. He is now the CEO of Virtual Instruments and is the only black man on Microsoft's board of directors.

11. Emmit J. McHenry

Emmitt McHenry co-founded Network Solutions, Inc., one of the early leading Internet domain services providers. In 1995, he founded NetCom Solutions International, a telecommunications and engineering company that has won awards from IBM and NASA, among other places.

12. Gerald Lawson

In the 1970s, Gerald Lawson created the first video game console with interchangeable cartridges at Fairchild Semiconductor, paving the way for the future of gaming. He died in 2011.

13. Wanda Austin

Wanda Austin is the president and CEO of the Aerospace Corporation, a non-profit that assists and contributes to national space programs. When she was senior vice president of the Engineering and Technology Group in the early 2000s, she led a staff of 1,000 engineers and scientists.

14. Lester Lyles

Lester Lyles

Lester Lyles is the chair of the National Academies Committee on the rationale and goals of the U.S. civil space program. He holds degrees in mechanical and nuclear engineering. He formerly served as the Air Force's vice chief of staff and as the commander of the Air Force Materiel Command at Wright-Patterson Air Force Base in Ohio. He was also appointed to President Obama?s Intelligence Advisory Board.

15. Dixie Garr

Dixie Garr served as Cisco Systems' vice president of customer success engineering for seven years. She drove change throughout the company's engineering processes and business practices to better help the needs of customers around the world. She has been awarded several honors, including the 1997 Black Engineer of the Year Award.

16. Lori Perine

Lori Perine is currently the managing principle at InterpreTech, where she once worked as president and CEO. Companies consult InterpreTech in economic innovation, science, energy and technology. Perine also served as deputy to the associate director of the White House Office of Science and Tech Policy until 2001.

17. Herman Chinery-Hesse

Herman Chinery-Hesse

Herman Chinery-Hesse was born in Ireland, studied in the United States and worked in England, but decided to return to his roots in Ghana to start a software company called SOFTtribe. He has been called "Africa's father of technology" and is often likened to Bill Gates.

18. Chad Womack

Chad Womack is the director of STEM education initiatives and the fellowship program at the United Negro College Fund (UNCF). He is also a biotechnology scientist and he serves on the board of directors of the National Biotechnology and Pharmaceutical Association.

19. Robin Petgrave

Robin Petgrave is the founder and executive director of Tomorrow's Aeronautical Museum, where at-risk youths are introduced to aviation, math and science. His students have broken several aviation world records.

20. Kimberly Bryant

In 2011, Kimberly Bryant launched Black Girls Code, an organization devoted to teaching young girls of color computer coding and programming languages, such as Scratch and Ruby on Rails. Through classes and programs, Bryant and the rest of the Black Girls Code team hope to grow the number of black women in technology and give underprivileged girls better opportunities.
